Tom DeVore is a downstate Illinois trial attorney with more than fifteen years of experience in state and federal courts. Before law, he spent years as an accountant — which means he reads contracts, financial records, and government filings the way most lawyers wish they could. That eye for the facts goes into every case he handles.
Tom built his statewide name during the COVID-era litigation that tested the limits of executive power in Illinois — work that took him into trial courts, appellate courts, and the public eye. He took those cases for the same reason he takes any case: someone needed an advocate, and the people on the other side had every resource and every advantage.
He still practices that way. Plain talk. Honest assessment of your odds. Hard work on the facts. A willingness to go to trial when the case needs trial.

Here is what we believe sets this firm apart.
Not a paralegal you've never met, not a junior associate reading from a script. The attorney on the door is the attorney on your case.
Tom's accounting background means complex financial records and agency filings don't slow us down — they're where we tend to find what the other side wishes we hadn't.
A lot of lawyers say they litigate. Fewer actually try cases. We prepare every matter as if it's going the distance — that's the leverage that produces fair settlements.
We'd rather tell you "you don't have a case" up front than take a retainer for work that won't help you. If we can help, we'll say so.
Between the COVID-era litigation and the 2022 run for Attorney General, I've stood in most of the courtrooms across central and southern Illinois — and in front of most of the judges who preside over them. The judges have seen me. The lawyers on the other side know how I prepare and that I'll go to trial if the case needs trial. And in the rare case where they haven't seen me, they know my reputation as a zealous advocate for my clients. That changes the dynamic in the room, and a changed dynamic helps you.
Read more about how Tom works →We represent clients across Central and Southern Illinois; most cases do not require you to travel to one of our offices. In most matters, meetings can be held electronically — by phone or video — to save you time and money. Evening and weekend calls available for urgent matters.
Most matters start with a brief 15-minute call or a short intake form. The first call is a no-cost inquiry, not a legal advice session — we'll listen, ask the questions a lawyer needs to ask, and tell you honestly whether having this firm represent you is likely to be in your interest.
